CO2 measurements as measured in Antartic ice cores:
As of 1958, accurate records of CO2 atmospheric concentrations have been measured at Mauna Loa. Before that CO2 concentrations are estimated based on data from ice cores taken in the Antartic (at Stiple, to be exact).
According to the Antartic records, 328 ppmv (parts per million volume) of CO2 were in our atmosphere in 1890. However, according to the data taken at Mauna Loa, this level of CO2 was not reached until 1973. That effectively means that CO2 increased to 1973 levels in 1890, which goes against the idea that atmospheric CO2 have been steadily increasing since the industrial revolution. The 1990 IPCC report presents a graph that combines the two sets of data, but to make the increase a steady one, they push the data taken from the ice cores forward by 83 years so that the line shows a continuous increase.
Zbigniew Jaworowski is the person who challenged the presentation of this data. He is a senior scientific advisor of the Scientific Council of the Central Laboratory for Radiological Protection in Warsaw and he presented his argument for a Hearing before the US Senate Committee on Commerce, Science, and Transportation.
