Don't know if Voltaire actually said this, but Evelyn Hall attributes the quote to Voltaire. I've seen different quotations on this online, and have never read "Friends of Voltaire", so I apologize if I'm misquoting it. But this is how I remember my teacher quoting it to the class when I took Government. So please correct me if I'm wrong. I've heard numerous people say it this way. I think both quotes are even more revelant in during this day and age, when it seems like each day our freedoms are slowly being taking away.
