Where the laws do not operate, there is no reality -- we judge reality by the responses of our senses. Once we are convinced of the reality of a given situation, we abide by its rules"
Universal laws would pertain to everything, including that which we ourselves cannot perceive. Since we judge reality based on our senses, does that make anything we can't sense unreal? Of course not. It makes it unknown to us, but it can still exist.
A better question might then be asked, "Are our senses reliable indicators of reality?" Again, I say no. In the example of the people going to the party, reality remains true despite what the intoxicated party goers experienced. They may all be telling the truth when they say "I think this happened because that's what I saw/smelled/felt", but, they might all miss every aspect of the Truth itself. It's true they interpreted X, Y and Z happening, but really, A, B and C happened.
The Truth can only be known by a perfect observer (which no person is)

Consider the double slit experiment. Is the universe real (mass) or the vibration of energy (photons)
Perhaps there is truth but that we will never know it or comprehend it.
