These aren't mutually exclusive.

If the GF is a close friend, there's an argument to be made that you may have some moral responsibility to inform her he's "handsy" when drunk. Unfortunately, this could backfire and put a wedge between you and your friend... so... up to you. I'm a more confrontational guy, so I probably would have called him out when he was getting graby - and told him it was inappropriate.
