For crying out loud, I could be a millionaire, if I had known this.
But like a lottery system, this system you're proposing would just be a way to shuffle money around. After all, if I got my million from some woman in exchange for the priviledge to take away my virginity, I would only need to dish it out in the unlikely case of finding a virgin who'd sell hers to me. This system would not contribute to the state by increasing production of any consumables. Other than producing more virgins, I suppose.
When you consider the overall economy of virginity, I guess it's a supply-and-demand thing. Virgins are in tight supply (sorry for the pun) these days, so their purchase price is high; whereas in the middle ages they were a dime a dozen.
And before the middle ages virginity was so rampant, that people have had mothers even who were virgins. | |

In grade 11 I started an (untrue) rumour that one girl got a virginity operation such as you describe -- except I did not name the girl.
This escalated, the class and the whole school was abuzz, eventually there were street riots, and they had to call in the national guard to hose down all those hot Catholic high-school girls with cold water to preserve humanity and save mankind from total self-desctruction.

Well though, ummm, just between you and I, (don't tell ANYONE about this please!), I do sometimes offer discounts on bulk orders to approved purchasers. Of course, this is subject to approval of your credit card, but I am willing to offer my virginity for the bargain basement price of $800 AUD, but for quantities of five (5) or more for a limited time only. (I'm getting old now)

The key words are "handsome" and "young." Virginity quickly loses it value after age 22 and by age 30 virginity has a negative value. A 30 year old virgin is worth less than a 30 year old non-virgin.

Being a virgin just means, that individual person isn't ready for sex yet, wants to wait till marriage, or they do want sex, but just haven't lucked out in getting it yet. It's really a personal preference.
I was a virgin till I was 29 years old, but I was still the same person, before and after I had sex.
