Honestly, what does that system achieve other than giving people criminal records and making more people welfare dependent? Is that one sided? Does the same happen if the woman is the non custodial parent?
Yes, it does happen if the woman is the non custodial parent in some states I believe. I know of at least one case anyhow, where the mother had her children taken away from her, did not pay support, and ended up in jail because of it.
I can see your point, it doesn't seem to help. Here in Canada, it is more likely that the parent who isn't paying support while get their wages garnished, as well as any refunds from taxes will go to the custodial parent.
