The entire picture if you click on it has been cropped by the upload feature.

If you say you scanned it, ensure that the scanned image is in the following formats:

... make sure you read the requirements for pictures, sizes and formats , start at message 1 of this thread.
... if that doesn't help, post to the following thread and hopefully others who have successfully uploaded may be able to help. List Your cell phone brand and model.

Read what it says on the image upload page:
ALL pictures MUST contain you in it with a visible head shot at minimum
