You could also make a little game out of it. Each person gets to ask "What's the one thing you'd like me to do in bed more?" You can take that opportunity to let her know you wish she initiate oral more often. Bonus: You may learn something she's been wanting and has been too shy to ask! 
Personally, I'd get really frustrated, and probably somewhat offended if I always had to ask. In my opinion, oral is pretty mandatory foreplay lol. You can't go wrong when both partners are giving their all to please the other!
She may have a sensitive gag reflex, if she does, assure her that she can take her time you know? Doesn't have to swallow you whole the first go!
