Obviously, in the OP's case, there was some emotional hurt going on in that she felt he was trying to be controlling. Hell, if she felt that way he probably was, but it matters not.
Perception equals reality... until they talk it out... and even then it may not get any better for her. Past relationships can color present ones, unfortunately, and if she ever was in a controlling, abusive relationship then her proclivity toward seeing that trend in a new mate may be heightened.
Or she may just be too sexually conservative.
