Just think about this....
Huge water slide at a waterpark themepark here in Toronto, racing down the almost 90% drop while laying on your back with your arms crossed..... well..... by the time I got to the end of the slide (where there were parents with cameras waiting for their kids to come down after me...... ) I had the top of my bikini wrapped around my neck like a scarf... I do recall some flashes going off before I could cover my exposed chest...

It will also get you free registration as a sex offender which is pretty permanent. There is not a victimless crime as men will generally "flash" an unknown woman and sometimes masturbate in front of her. I can tell you from friends that have had it happen it was terrifying as they thought the next act would be rape but the flasher also called an exhibitionist ran away.
