I've known women who don't masturbate because they are ashamed due to cultural stigma or religious upbringing. I've also known women who lie about it because they don't want to wear their sexuality on their sleeve, so to speak. But the one I've heard most often is "it bores me and I don't see the point".
That's what my first girlfriend was like - she tried a few times in her teenage years but gave up because it didn't seem to work. She actually didn't take pleasure in being touched in her labia or clitoris, so was frankly suprized that it was an amazing sensation when I touched her for her first time!
But since she had never masturbated and had an orgasm, we had to go through a whole period of discovery to find out what really made her tick.
