WHY?
Because the html tags are only guaranteed to work here in the forums. A couple do in messages. Quotes used to but do not now for example.

For those that have the "edit post" option available it is at the bottom of your post. Users may edit their own posts for a maximum of Fifteen minutes only. After that you may not edit your post.

No clue why you can not edit within the fifteen minutes. Not something I control. You have to be here for I think 30 days to edit posts or vote to delete threads. The edit post option is just to the right of the delete post option.
Underline is just not working for anyone. Does not work for me either. The site has "glitches" at times where things are broken. (long sigh...) sometimes they just pop back one day and work again. We do not get notices when they get broken or fixed.

all my attempts to get an emoticon higher than 200 have failed, which is a shame because the seasonal ones are 2xx.
