Either sex can answer but preferebly females, How long is a good time for geting/giving oral sex to a woman, is to short of time a turn off and is there such a thing as too long?? Ironically, being a woman doesn't really help answer this from a statistical perspective and makes it, if anything, more likely that you'll get an answer true for the person saying it but not the population at large.
Obviously, it's possible that a girl has had a long discussion with several other girls regarding this, but I think it's more likely that a man has (after all, we can't learn if we don't ask).
Firstly let me say "it all depends on the woman". Best thing you can do is ask your partner what she likes.
Generally speaking, oral sex can be (so to speak) foreplay or sex. As foreplay "too short" is "not yet ready for the main event" and too long is "loosing interest in the main event".
As sex:
While women are a little less hard-wired that sex ends at an orgasam (and are therefore generally more capable both of enjoying a sexual encounter where they don't orgasam, and of enjoying an encounter that goes through several orgasams), I personally don't consider my job done wihtout at least one. Preferrably more.
Then again, there's also the concept of "orgasam torture" (far easier with mechanical aid or women who orgasam easily or whose body oyu know *well*) where you essentialy keep at it till, in a fit of overstimulation or incredible desire for penile penetration, they beg you to stop.
