With the toe sucking thing, it was either a huge turn on for them or they simply were too ticklish down there to tolerate it. Clean feet are a must though! I don't have any sort of foot fetish, but that area is just alike any other area on a womans body...potential erotic zone when handled appropriately.
My last girlfriend went for pedicures from time to time. She loved the pampering aspect of it. She and I got along pretty well. Foot massages can be easier to give than back massages and sometimes more pleasing to the recipient.
Overall, fetishes like this are fine with me. It is always a turn on for me to think that a woman has a particular fetish as long as she is flexible about it.

I recently met a woman who does not like attention to her feet. Just give me a little more time ;-)
On a more serious note, an idea that seems weird or repulsive with a faceless stranger sometimes seems less so with someone with whom a connection exists. Feet indeed have nerve endings that correspond to the entire body, which is why a foot massage is so relaxing. If the mental block could be set aside, there is potential for good, relaxing sensations.

I remember when I first heard about the idea of oral sex in early grade school. Upon first hearing of it I thought it was gross. I think logically the reservation with feet is similar in spirit--it is a matter of perspective.

That's a security issue then... meaning that you DON'T like something about yourself (in this case, your feet) so you have no idea why someone else would like them.
