So let's all review the few facts 1. The feature is not available to all users. If you don't have it it's because you haven't been here long enough (lack of tenure), or it's been removed because of your inability to use it properly
2. The feature is not available in all forums.
3. Making a report to have a post deleted
only submits the post for review to the moderators - it is no different than submitting a report via the old (still existing) ways, those being the following:

Forum Moderator 4. You will not be actually deleting anyone's post
5. Yes there are processes in place to warn individuals if they are making nuisance reports.
6. Any reports should be based on the rules as posted.
