I have never been with a woman (excluding first time) that has not, very early on, jumped on it for her own desires. What makes you think it is one sided and slanted towards the man? I let her enjoy herself as well as please me. I even encourage her with some nice but naughty talk while she gets what she wants.
I would not be interested in continuing on further in a relationship if she was not sexually free enough to take that power. I think she needs to enjoy making me feel awesome and enjoy that power when with me. So if she was not that way then I would not be interested in her.

You aren't obligated to perform oral sex, just as he is not obligated to perform on you. If your partner gets upset about it then he is more interested in the sex than he is in you, so dump him.

Some men and women enjoy sex and if their partner is not into exploring new ways of pleasure then staying together would be a bad idea.

To answer your question in a non hostile manner. we don't expect it, we ask for it, we desire it, and we feel that it's part of foreplay. Yeah, there are guys who like foreplay and who think foreplay goes both ways.
The separation between who is a jerk like the one you generalized about in your question and those who are like what I mentioned above is the willingness to reciprocate, and to adapt if there is something wrong, for example if a woman find that they smell, a guy who is considerate will wash more thoroughly next time, or invite the lady to a shower/bath for two.
