Well, this is just a guess, but...

I suspect the cops that are doing most of the checking are the state police. They aren't really responsible for making sure that the cities are safe - that's the city police/sheriff's job. So having them pull people over for not wearing seat belts isn't really affecting that. Hopefully, if anything, it's actually reducing the cost of things since people that do wear their seat belts are less likely to be seriously injured in an accident, so lower claims and less time trying to get back money (I'm assuming that there is less dispute over a few hundred dollars worth of damages as compared to a few hundred thousand dollars), which means our courts can spend more time on cases that they should - like prosecuting the muggers and rapists that the city cops are still finding.

For arguments sake, lets say that we had a helmet law on motorcycles? Should cops be allowed to pull you over for not wearing a helmet? They are about the same thing.

I don't remember, but last I heard, the seat belt law was a secondary offense. They may or may not be able to pull you over for not wearing it (the part I can't remember) but I think it was mostly that if you got pulled over for another reason (speeding, reckless driving) and they found you didn't have your seat belt on, then it increased the amount of the fine or something.

Let me tell you something else that is crazy. Don't get me wrong for saying this but I think that the laws for kids seatbelt safety should be changed . I'm all for chidren being in saftety seats but they have gone over board with it. Do you know that a chid has to be 4ft 9in before they are suppose to be able to use a seat belt without a safety seat. I'm only 5ft tall that is only 3in shorter than I am.

It's just a terrible, terrible law. If they are so concerned that you aren't wearing your seat belt because it is dangerous, then they better start ticketing you for smoking, eating too much, drinking too much... Do you see how silly this can get?
uh they do write tickets for drinking too much,, its called dui

if your not driving, public intoxication. they always have an angle, just like the old uniform code of military justice, what isnt covered in the code is covered by this section.
