Can anybody answer as to why some India indian women wear a scarf draped around the front of their necks. I know it has nothing to do with the temperature of the area or the force of the wind. I would just like to now the significance and what it symbolizes

For many of that culture, this is formal wear and can be either worn on the head or draped around the neck. It's called a dupatta.

I thought the scarf in mention is called a Pashmina Scarf.

It, too, can be draped around the head and neck and if of great quality, is passed through generation to generation via a wedding.

The internet is a huge databank of information, some erroneous and a lot misleading, G.I.G.O.
I did check google but either no-one entered the information so that it could be retrieved later or the question has to be entered in a stricter fashion than the one I asked. Asking the people here in the off topic forum is simply another way of tapping the intellectual database of humans. People can understand questions that are not stated well much better than google can. I hoped to contact someone with a far greater knowledge of the customs of india than what can be found on google

Well, first of all you ask why they wear scarfs draped around the front... well don't you think it is all the way around their neck? not actually just draped at the front .. think. A scarf wrapped around ones neck usually naturally falls draped around the front ! Would you not think as a thinking mature adult, even without looking it up, that it would be a shawl of some kind which one would pull over their head for any given time it is need... eg : heat, cold to hide their face, just leaving it around their neck for convenience...

or are you just playing devil's advocate? Just needed a topic ? oh well that is fair enough but don't make it sound like you are an idiot.
Then you proclaim to KNOW that it has nothing do do with temperature blah blah blah(etc..)

So what DO you know? You want people to find out for you. how hard is it even to make assumptions, down to earth sensible assumptions ....

I'm not sure why you quoted me but didn't comprehend my question. You must just have some time on your hands to while away on your computer. I don't know if I should consider you as a moron since you don't know of the custom That I am talking about or perhaps you misstated your age in your profile and are quite young and inexperienced in other cultures. If we are to live in peace all types of personalities must be accepted, even yours
The scarf is worn from the left side of the back and shoulder around the from of the neck and hangs off the right side of the shoulder and down the back. The back of the neck is exposed. In canada we would wear it covering the neck completely and possibly tucked into our coats down the from. The scarf is usually quite thin and matches the outer-garment that the indian women wear with it. If a scarf were flying in the breeze and you were standing in its way, it would fall across your face with each end hanging over your shoulders and down your back, it wouldn't completely wrap itself around your neck
Visiting different cultures without some kind of background can end you up in jail for doing something innocent and I don't want that again

Do you mean the whole sari or do you mean a salwar kameez?

If you mean the salwar kameez, it's traditional wear for women in the Punjab region of India (northern India). The scarf offers protection from someone looking at their neck or if they want to be very modest, they will cover their neck and also use the scarf to cover their head.

OP : just to clarify - It's like a scarf that they wear around the front of their neck, and the long ends hang down the back right?
if so -- you are talking about the Chunnis or it is also called a dupatta.

Usage
Indian chunnis/dupatta has a lot of significance. The use of the dupatta has definitely undergone a metamorphosis over time. Women wear it over the head as a mark of respect while going to worship and talking to the elders. Today, this has became a part of fashion as well. Actually it can be worn to help protect them from the heat as well... we wear hats if it's hot... a lot of those ladies are in the hottest areas with no shade trees... so it helps keep the direct sunlight off their heads

They are just like us western ladies wearing a scarf as they were popular back in the 90's... actually my daughter loves to have scarves wrapped around her even in summer!!!

For the young women in India, it's a fashion statement and worn with any modern clothing. (pants/blouse, skirt/blouse, etc.)
Could be a religious thing (head scarf) muslim.
Middle-aged and older women wear the full sari.

some middle-aged & older women wear the lenghas (sp)... and with it they would wear a Chunnis
