Hate to burst your bubble but thats not how the filter works. In reality, the filter monitors what type of profiles you contact. Once a user has an established pattern of contacting "intimate encounter" profiles, they get reg flagged as a user that contacts such profiles and will no longer be able to contact users that have this option selected Must not have messaged users looking for intimate encounters or sex.
This can not be "restored", removed, etc. Once there its there. Nothing you can do but learn to accept it. Afterall if moderators just removed it whenever someone requested it, it just wouldnt be terribly effective, now would it.

Block users from making first contact that have messaged others for sex or intimate encounters.
I thought email messages were scanned for keywords as part of this filtering along with the record of First Contacts.

The Intimate Encounter Filter can only kick in flagging First Contact Messages, and if you never first-time mailed Virgin Mary having Sex after Conception then that would not have been the Reason you are being restricted by the IE Filter.

Each User sets their own Contact Restrictions in their Mail Settings, thus no such Blanket Answer could possibly exist.
Here's a twist, Ticket. I clearly have restrictions up to not receive emails from those looking for IE and yet, one guy got around the filters today. I did not respond to him until he sent a third email.
I checked his profile and he had not changed that he is seeking IE...How was he able to sneak around the barriers?

You don't know that. He can change his Profile Settings of "Long Term" to "Intimate Encounter" in under a Second, much faster than you can check his Profile Status.
With a second Window open, User changes his Setting to "Intimate Encounter" in under 1 Second after the E-Mail was sent.
Just 1 second before firing off another E-Mail to you, he again changes his Profile Setting to "Long Term", then fires off the E-Mail, and with a third Window open, within a Fraction of a Second changes it back to "Intimate Encounter".
You'll never catch him do it because its faster to do than you could possibly check up on it.
As long as he never sends any Mails with a setting of "Intimate Encounter" he will never get restricted. And if he doesn't e-mail any Users looking for Intimate Encounters, he will never get flagged by the Filter, unless of Course he is mailing for Sex.
Its probably just some disgruntled Troll previously busted by the IE Filter now on a Mission to show the World there is something wrong with it, and getting his Jollies making Users report that its mis-functioning.

If the Admin created a Mechanism requiring a 8 - 24 Hour waiting Period for any Profile "Looking For" Field Setting Changes to take place, it would prevent such Users from Mass Mailing Women in the Fashion I described above.
But like anything else, a Problem would have to become Commonplace before anything is done about it.

perhaps add a counter to say max out at 3 flip flops to the seeking IE and then flag them as well - 1 errant mistake likely, even 2, but if they flip it a 3rd time - pretty obvious what they're up to ...
