I can't send a message to a user because of the mail settings they have chosen.
And i can't I.M them because they have it turned off.

Any way round it ??

No, no way round it.
If they have restrictions which stop you from mailing them then they don't want to hear from you.

You think the Admin created Mail Setting Contact Restrictions and then enabled Means to circumvent them?
