This profile is calling out another user and trying to stop him from getting dates. Is this tolerated?

Odd how she didn't name and shame her twin sister although she was also dishonest about her actions.

The exact number is not published but the requirement of x amount is to avoid malicious reports as the process is largely automated. Only one report per user is counted.
If you report the profile, I suggest copying the statements she makes into the complaint form so that you have proof of your claim should she edit it.
