Ok, that was a little confusingly worded there, but let's give it a try.

First of all this is all assuming that you're using Windoze XP. If you're not, then you need to inform now.

Second of all:

When you say "its in my programs", exactly what exactly are you referring to?

Did you:
Look under "All Programs" ?
or
Look under "Add or Remove Programs" ?

Basically, I need to know how you, yourself know that it's still present on the machine.
Then we can try to handle it from there.

Ok, and no problem about the confusion. I just like to be clear before proceeding. I see by the previous posts that you likely uninstalled the application? Hmmm, I wouldn't have sent you that route. It seemed to be merely a missing shortcut.

You stated that it was listed under "Add or Remove Programs" which means it's still (or uh was still hehe) present on the machine. Then the problem was simply not being able to locate its shortcut. It could have been possibly deleted or otherwise somehow lost.

I would have only instructed you towards the program's executory (launch) file, and you could have then simply recreated the shortcut.

Uninstalling/reinstalling seems like overkill to me; however I hope this works out for you.
