First, you could try to inspect the fan to see if it is loaded with dust. And, to make sure the fan is not broken, or impaired.

Next, you could download, for free, a program called "ATI tool. It is geared for overclocking, which I dont recommend you do if you are not experienced, you'll end up ruining your card. But there is a test, within it, that will run to check your current configuration. And it will load it down and give you a report. You could also run a series of benchmarking tests, like Aquamark, or 3D mark( in your case I would say 3Dmark 03) those can give you an idea, alos where there card is as far as performance, but youll have to resaerch your score to see where you stand, a really really low score could mean you have a failing card.

I would run a load test, before you light it up with a benchmark test.

------However.........If you card was failing, you would notice a great decrease in quality in-game, and/or you would have a ton of what are called artifacts, (wiered little spots, shadows, color irregularities, and other noticeable imperfections) It doesnt sound like you have that, so the fan.............might be dirty.

I came across an article that may help identify your issue.

-----However..............Im not sure of a fix for this. what I read in the article makes me think that the card may be starting to fail---in the aspect of its fan throttle communication with the CPU. Link----> http://www.hothardware.com/viewarticle.aspx?articleid=610 ==article I refer to. Youll have to scroll down a lil' to see the ATI section of that article(review).

I also happened upon this nugget....in which you can manually throttle back that fan, inside of the ATI-tool. Link--->http://forums.techpowerup.com/archive/index.php/t-10097.html

Just take a minute to read that over, there is some useful stuff in there. Hopefully it steers you in a better direction.
