Have a look at this:
http://windowsxp.mvps.org/admintools.htm

Just in case there is something more sinister at work you'd better check the files haven't been deleted by malicious software (or users). They all live in the System32 folder, e.g. WINDOWS\SYSTEM32\cleanmgr.exe is the diskclean up tool.

Of course it’s worth running a virus checker and - if you’ve being running Windows for a while on that system - getting yourself a good registry clean up tool.

Above poster's fix should be good. When you're done there, run full spyware/virus scans. If they come back clean, get another set of eyes on it, try Trend Micro's online scanner: http://housecall65.trendmicro.com
