She still has the right to go about her life as she sees fit. She should not have to modify her behaviour to protect herself from being raped, no more than she should have to modify her clothing style, or the colour of her underwear, or even whether or not to wear it, to protect against rape... The Onus is not on her.... To imply differently would mean that anyone who is mugged, is at fault for carrying money, or being perceived to carry money by dressing well etc...
