Cuba does not stamp passports of Americans or anyone that requests it. They just stamp a piece of paper which one can throw away after the holiday. They want the tourism. Lots of American go there from other countries like Mexico or the Bahamas or the Dominican Republic, etc.

Cuba now stamps passports(as 0f 2014). And why not? Every other country does.

The US government never said US citizens cannot go to Cuba..only that they cannot spend any money there.. "Trading with the enemy "

which of course effectively mrans no go, quite difficult to gomand spend no money
