'Last week Parliament passed a key clause in the Policing And Crime Bill 2009, which means anyone found paying for sex with a vulnerable woman "controlled for gain" will face arrest and prosecution.

This group includes girls like Michelle, who have been trafficked to the UK, as well as drug-addicted or homeless women forced into selling themselves by dealers or pimps.

For the first time ever, a man will not be able to claim ignorance as a defence if he is caught paying for sex. Typical excuses given to police in the past have included: "I thought this was a massage parlour" and "I thought she was over 18".

Any explanations will now be ignored and the man faces receiving a criminal record and being fined up to £1,000.'

Do yo believe that this new law will make any difference to the prostitution trade? The vulnerable children targetted by pimps are now being somewhat protected in that the punters now face a criminal record and fine but will this have any real effect? Is it not the case that many see this as easy money and that those involved know no other life? When you consider that 75% of prostitutes began working when they were under 18 and around 40% were sexually abused as a child, should we not be turning our attentions to more information and child protection?

If your figures are true, then who is going to decide who is 'vulnerable' and how will they decide/test?
But I think in principle it seems to be a logical move, -clearly this is a decision that should be made only by 'responsible' people.
As to whether it makes a difference, I suppose we'll have to wait 'til it's been running a while, and see how many 'victims' have been helped, or not.

And it's 'pimps' Jen, not 'pumps', you need to edit!

it just rings out to me as being soooo stupid. instead of doing this, why dont they just legalise it? get extra tax, business rates etc and the industry would be regulated, or is that common sense?

If this new law will help stop young girls from Eastern Europe being sold like slaves
and trafficked to work in The UK as Prostitutes then I'm all in favour of such legislation.

I also think its about time we had licensed brothels also like they have over in The USA.

If I guy wants to get his leg over and doesn't mind paying for it legally why cant he?

i work in city center and see a lot on the streets plying there trade a lot have pimps/ boyfriends poss both on drugs selling there bodies is a quick way of earning money some look that bad n scuffy i wonder where customers come from, the sex slaves are normally not druggies but forced into it , poss fed drugs to get them dependant on the pimps so easy to keep in line, my workmate does the soup kitchen in red light area in his spare time, on the other side some women do escorts to improve there lifestyle buy cars clothes they do it by choice and can leave when they want, but the trafficted girls dont have this choice. it is easy to catch the customers they have the money as to catch the pimps is more difficult , and poss they would flee back to there own country .

Thats irrelevant.

Such men are perfectly capable of satisfying thier sexual urges using thier own hand........

In this society no one has a inherant right to sex.

Some readily available statistics about prostitution:

* Only 19% of women working as prostitutes in flats, parlours and saunas are originally from the UK (The Poppy Project, Sex in the City: Mapping Commercial Sex Across London, 2004).
* 80,000 women work in ‘on-street’ prostitution in the UK. The average age women become involved being just 12yrs old (Home Office, Paying the Price. A consultation paper on prostitution, 2004).
* 3 out of 4 women in prostitution become involved aged 21 or younger, and 1 in 2 aged 18 or younger (Child & Woman Abuse Studies Unit)
* As many as 85% women in prostitution report physical abuse in the family, with 45% reporting familial sexual abuse (Paying the Price).
* 75% of children abused through prostitution had been missing from school (Paying the Price).
* 87% of women in street-based prostitution use heroin (M. Hester and N. Westmarland, Tackling Street Prostitution: Towards an Holistic Approach, Home Office Research Study 279, London, 2004).

Now remove all those woman (and men) from prostitution and leave just the remaining very small number of mentally stable, mentally competant woman who choose to do prostitution through total free choice. That is thier choice.

But that is a very small minority and the sheer amount of misery, abuse, negativity etc justifys strict laws. The "needsand vulnerabilities" of the punters is irrelevant!!!

Any man who willingly chooses to pay for the services of a prostitute despite knowing the misery/abuse associated with the industry, is in my opinion just as bad as any other sexual abuser.
