I see zero flirting in this dialogue. Did you leave somethings out?

It wouldn't hurt to send him a follow up email to touch base. Maybe he simply got busy.
If he responds, move your communication off of the site to the phone, text or whatever you are comfortable with.

If he doesn't respond then you have your answer and move on.

you fit the profile of a time waster. weeks of emails, no movement to phone, you found a reason not to keep a date.
